As per your percentile score in JEE Mains 2019, it is quite impossible for you to get government college under any centralised or state counselling procedure. I suggest you to apply for private institutions who conduct their own separate admission tests or you can take a drop for a year and give a shot at JEE 2020 with full preparation and confidence.
