USA is the hub for electrical and communication engineering and also provides the best education possible. Students get a good level of practice and industrial training as well as many institutes are leaders in research and development. The campus is also very good. The scope of getting a job to is very high. The medium at which the education is conducted is english ofcourse and many of the students are best suited to study here.
MS in Germany is very grand. In the sense the education is top notch and is very industrial based. However a common challenge faced here is that the medium at which is taught in some colleges in the country is German. Some do offer english but the faculty speak German as a preffered language. However in comparison, Germany does have a edge over USA in the educational sector as students out of these universities are well trained and well equipped.
In conclusion, all is based on personal preferrence but i would recommend USA due to the language barrier.

There won't be any major difference. it may be different by environment and fee structure. Rest are same as both places are famous for higher education and many legends have studied there and found new path in the every fields.

Those are completely based on solving burning problems,issues or real time problems. you can take any stream or domain. they keep on developing the existing ones and that is the only thing which makes everything to evolve in minutes and every old thing is outdated by next day.

if you pursue masters either in USA or Germany, you will be able to solve the real time problems which will increase your market value and you will be able to learn how to deal with something which is new.

For ECE, embedded systems and IOT are the burning domains and everywhere automation is the only thing every customer looks for.

So scope is high. you can pursue whereever you feel comfortable.
