Hey, Since you are from a PCB background and wrote AP EAPCET, you can get into B.Tech Biotechnology through BiPC stream counselling, not MPC. Andhra University does offer B.Tech Biotechnology, and the seat allotment is done under BiPC counselling. With a 13k rank, getting a seat in Andhra University for general category might be a bit tough because the cut off for AU usually closes at a much lower rank, especially for open category. But you can still try in the later rounds or look for other good colleges that offer biotech. About the classes, once counselling is done, most colleges usually start by August end or early September. Keep checking the AP EAPCET counselling schedule for updates. All the best!
