you did not mention which course you want to pursue. it will not be a problem to study in bangalore even if you are from tamil nadu. all government colleges has some seat criteria for non state candidates.

see in graduation course apart from any particular subject of  language studies all subjects or streams in  bsc, msc, btech, nursing, mbbs, pharmacy etc etc  all courses are teaches in english only.
