During the counselling you have to provide the income certificate issued on or after January 1, 2021 by competent authority. So you must have obtained Income Certificate on or after January 1, 2021. If the date on your income certificate is November 1, 2020 then its not valid. Outdated Income Certificate will not be accepted during document verification and you cannot claim fee reimbursement benefits.
