The NEET-2021 AIQ counselling is to begin shortly followed by he counselling through State quota .As for the second question, document verification is only done after the counselling results are published and you get selected into a college for admission.There, during the time of admission you'll be required to produce all the asked documents by the respective college . So,if you didn't participate in KCET counselling and have all the needed documents,you can very well participate in NEET counselling.
