See usually a CGPA of above 7.0 is preferred by colleges. With your CGPA you are certainly eligible but they'll be very limited colleges that you can apply to, as colleges look into academic details thoroughly due to rising competition.

Eligibility Criteria:
Please note that to study in Canada a candidate necessarily needs 4 years of Bachelor's degree, however in some universities 3 years is also allowed exceptionally. You can compensate for the three-year degree with a one-year diploma in your specific domain.

Also, certain prerequisites are required to apply abroad.

When to apply?
Please keep in mind the deadlines. These are cardinal as you wouldn't want to miss the deadline of your selected college.
So Canada accepts admission thrice a year I.e during fall, summers, and winters.

• Fall admissions will start from September
  
• Winter admissions in January
  
• Summer admissions in April and May
  

Top Colleges
Usually, you will not be required a GRE score for admissions in Canada. Some universities accept admissions without a GRE score as well. However, I suggest giving GRE as well as it will increase your chance of getting into top colleges.

Universities that accept admission without GRE are:

2. McGill University
3. University of Windsor
4. Lake head university
5. University of British Columbia

Additionally, it would be better if you apply for more colleges as per your CGPA, as it will increase the chance of acceptance.
