The previous year merit range for general category in Assam CEE was 139 to 381. And these were the last accepted marks  for few top government colleges :

Assam Engineering College, Guwahati    -200+

Jorhat Engineering College, Jorhat    -135+

Jorhat Institute of Science & Technology, Jorhat -120-125+

Bineswar Brahma Engineering College, Kokrajhar    -125+

The admission possibility depends on the number of seats available and number of candidates applying for the course .Most importantly you should also note that the college options may vary with the engineering branch you choose, each branch will have different rank cutoffs based on its competition. For top colleges and top branches like mech , CS,electric etc , you should come under a rank of 1500 minimum .So with your rank it chances are low for you to get a top government college but you will have other private college options.However sometimes vacancies may turn up during counselling in these colleges hence wait till the last round , so may try your luck that way.
