The eligibility criteria for TS ICET is that a candidate must have passed Bachelor's degree from a recognised board or university.Candidates belonging to General category must have passed with atleast 50% aggregate marks and for reserved categories it is 45% aggregate marks.

You will be eligible if you clear your backlogs and obtain the results of you bachelor's degree by the time you get admission in a college.

Yes you can appear for the exam but you have to clear all your backlogs before appearing for the counselling.
