U can call or u can mail josaa. Regarding ur problem

Did u mean that u didn't get any seat and u paid the fee?

You should write to JoSAA authorities stating your problem and demand a refund. You can call/mail them.

You can also talk to your bank explaining your problem, and ask for a refund. 

If you have seniors who were in the same position, consult them for help.
