Migration Certificate is a document issued by the concerned University or Board in which one studies. It helps in getting admission to another institution or any education board and it is issued at the completion of the course along with other necessary documents.
Leaving certificate is a mandatory document to be provided if you want to get admission in a university abroad or in India. A migration certificate is necessary when school students have passed their class 12th exam or graduation successfully and he/she needs to get admission to college or university to seek graduation courses.
Migration certificate is required to take admission in any university as it indicates that you are migrating from your college to university. It will be required even if you completed your 10th and 12th from the same state as of your university.

Necessity of migration certificate varies from university to university so you will have to check independently for the one in which you wish to take admission in.

But in most cases Migration certificate is only required when you take admission in ug course after 12th and when your college of post graduation differs from undergraduate one. In case the college you applied to for masters is same as the one you did your undergrad in then migration certificate won't be required.
