As far as I know there is no online medium for applying for new certificate.

You should visit the university if it is private or board office if it is government aided, and provide relevant details like;

>> Admit Card

>> Registration Card

>> Marksheet of the final examination

>> Valid ID proof

>> And authorities may asked for police complaint receipt.

After paying a fees for issuing a new certificate, you can avail a new certificate within 10-15days.
