Hope you are doing great as per the question asked by you no it is not at all necessary that you issue a central O.B.C certificate given in C.A.T website format 2021 you can certainly issue it on the format given by the central government. You can apply for O.B.C certificate by visiting to your nearest tehsil or S.D.M office.
