There's a lot of confusion and misinformation about this. Don't worry, I hope I will clear your doubts to some level.
Gowda are the subsection of the Vokkaliga community located primarily in the South Canara District, Kodagu District, Indian state of Karnataka and Bandadka village of Kasaragod, Kerala State. Vokkaliga come under the OBC category overall so I believe you will also fall under OBC category for KCET.
Not all Vokkaliga subsects can avail OBC reservation at center. According to me the 3A category falls under OBC in Karnataka so check if you belong to it or not.
