You have not mentioned any particular stream of which you want to know about free seat. So please mention the course which you are going to pursue.

As for the free seats, some colleges will give a complete tuition fee waiver that is you do not have to pay a tuition fee of the college which is roughly 70% of the total fee. However, you have to pay for other things like a hostel, library, etc but that won't be a load.

Although Every college has its own terms and conditions for admission fee waivers. For some colleges will give you 50% off in the fee .In some colleges there is a concept of the tuition fee waiver, in these colleges, you do not have to pay the full amount but, only 10 - 15% of the total fee during the total duration of the course.

Some Colleges also provide scholarships, either years or semesters wise. In such colleges, some amount of your college's fee will get reimbursed by the organization providing you the scholarship, in some cases, this might be the government scholarship.
