We don't know when you will get the result of your counselling phase. It totally depends on the broard members. For the second question, yes you can join the college is your option is not geting upgraded.

Upgrade is a option to give high importance to the 1st and 2nd priotriy of a candidates. so if your college option is not upgraded then you join into one from the options you got in different round of counselling
