As you have mentioned that your jee mains Percentile is 94.4 and you fall under obc category and your obc rank is 16,000 which indeed is somewhat high. But casb special round fills vacant seats for NITs, IIITs and GFITs, so if you participate in the special round then you have some decent chances to get any NIT under 15% home state quota.. In all india quota its very difficult for you to grab a seat...
