The hostel facility for diploma students totally depends on the colleges / universities code of conduct. It's totally on their regulations weather they will provide the hostel for diploma students or not. 

A bit suggestion, please consult the required college in which you are going to be in. Ask the Admission Cell weather they provide hostel for you. OR,  you have to manage itself.
