Dear aspirant

Hope you are doing good. See, every hostel has their own rules and regulations . You didn't mention any specific college so that we can tell you so accurately . But mostly it is prohibited to stay with parents . You can meet them at a fixed time . You can go out with friends. one thing to keep in mind is that every college or hostel has certain timings till which students can remain outside, so do come back till then. This is for safety reasons and every college has these rules, so do abide by them.
