You can apply directly at any institute . Tha admission for direct second year engineering will depend on the percentage you get in diploma .The admission is done on the basis of the merit list . If your name is higher in merit list , then you can directly apply.  You can apply at any branch even though you have completed diploma in mechanical engineering
