You can appear for the IELTS during Lockdown time as the exams are still going on India and you have to book in advance for the test. The following are the rules you need to follow to appear for IELTS during COVI-19 time:

• You need to sign a health declaration stating that you haven't been in quarantine before the exam or you haven't had contact with the people who have been detected positive
• Your Temperature will be checked at the center before the writing of the test
• You are required to wear a mask and you are required to remove that during the identification process
• You cannot remove the mask during the Speaking and other tests\
