I m guessing what you want to ask is if you can change your college if the college which you want to shift to is at another location but under the same university.

So, the answer is yes you can definitely ask for transfer to other college, but it depends on how well the admission authority of your college works towards students.

You would have to write a formal mail to the dean and also give a application directly to the Dean's Office. After that if given permission you will be transferred to other college and you can join there from next respective semester/year.
