There is no difference between OBC certificate for employment and OBC certificate for education. So there is no need  of separate OBC certificate of employment or OBC certificate for education. OBC certificate is of 2  format  one is Central and another is state format. If you want to get education or employment in the state should have the certificate of OBC in state format. On the other hand he who wants to get education of employment  under central government they have to possess the the OBC certificate in Central format. So no need of conversion of OBC certificate at all.
