First you have to fill the scholarship form. After filling the form you will have to give the test in order to get the scholarship. In some cases you will have to show your previous results instead of giving test. After everything is verified then only you will be eligible for scholarship. But after getting the scholarship you will not get free education. You will only get some relief as you will have to pay only some amount of the fees. If you are from MP then under Medhavi Chatra Yojna all your fees will be paid by the government of you got 85% or above and your family income is less than 6,00,000 / annum.
