yeah one can definitely pursue his mtech in karnataka, if he didnt done his / her btech in karnataka though he has gate score card.
it all depends on counselling process, if you opt the place in the application form about the preferences of place, you will get based on your marks.
if it is not supposed to get in first counselling, sure you may get in next succesive counsellings if you further go .
