You can GIVE UPSC exam if you have graduated in commerce stream. It has little or nothing to do with cracking the exam. You can give an attempt at the exam and cracking it depends upon your preparation.

UPSC generally needs 2 year preparation to crack. Moreover, you might be needing coaching if you are not a disciplined person as you are needed to study everyday 8-10 hours minimum.

You obviously can, by hardwork. All of the students cracking UPSC have worked hard continuously for a year or two for UPSC preparations. Dekhi has the ebst institutes, so you'll probably need to shift there and get a private coaching. Firstly, get accustomed to the subjects. Get into the competition and study for maximum hours. In UPSC, stream doesn't matter, it has subjects related to all streams and candidates from different streams crack it. All the best!
