For state counselling, you need to register to the website of that of State whose domicile you possess. This domicile can be of only one state.

For AIQ 15% Seats, you can apply for any state Medical college and join provided to get admission !

In order to get admission for state quota seats of the particular state you should have state domicile or meet the required criteria of that. But to get admission in private colleges for the management quota seats you can apply without having its domicile.

The counselling will be conducted separately by each state on the basis of NEET score, to take admission you need to register on the particular state official website.

Good Luck!
