PTU is an average university in North India. The good colleges in it are GNDEC, DAVIET and a few more. The studies and faculty quality is not too good. However, at the end it is your effort and self study that determines your result. 

Since you are looking for CSE, it wouldn't be bad. It is the stream with maximum scope for jobs. Placements are decent, with average salary of 5-6 lakhs per annum.
