First of all you should know that the list of non-joined candidates of Telangana NEET counselling has been published very early on the 20th of July 2019. Therefore it is not very likely that the non joined candidate list be published again after the end of second round of counselling.

However, the class start date of TELANGANA NEET 2019 is 1st August and therefore some colleges may also have a provision for spot counselling where you can apply again and try your luck.
