NTA have not officially declared any cut off lists yet for 2019 but using previous years data we can predict your chances. Last year the closing rank for NIT Tirchy was 8697( OBC- home state quota) for metallurgical and materials engineering.
To secure a seat at NIT Tirchy your OBC category ( with home state quota) rank should be below 8500, and your percentile needs to be above 96.5.

JEE Main is being conducted twice by NTA for the first time so it would be difficult to tell you the exact and NTA Scores for both of the attempts will be taken into consideration and the best of the two attempts will be considered for ranking purposes.
