If you have mastered NCERT chemistry or any book and solved and understood each and every question. You are at a very good level to solve most of the NEET questions. 

Make sure you master these books and have formed all the concepts. Whatever doubts get cleared from friends or teachers. 

Following and solving previous year old questions can help. Think of it in this way the most difficult questions (which are out of syllbabus) most of the students won't know anyway. So at least score full on these ones.

It's a rare case when questions asked are from outside the ncert .
Mostly all the questions asked are from ncert .
The number varies but on an average 3-5 questions maybe from outside the ncert.

45 questions are asked from chemistry in neet. Talking directly about the percentage of question based on NCERT chemistry varies from year to year and paper to paper. As an average, 75% of the questions are NCERT based and many of them are from the concepts given in NCERT. The more you build the concepts from NCERT, the more you will found the related questions. Try to conceptualise the things, specially from the inorganic portion.

The percentage of questions that is asked every year is subject to variation. However, questions from inorganic chemistry and theoretical questions from organic chemistry have nearly always been asked from NCERT textbooks.
So reading NCERT textbooks is very important. Also, go through the previous years questions, that'll help you analyze how much more efforts you're supposed to put in apart from reading NCERT textbooks. As far as physical chemistry is concerned, questions do not have a set format, anything can be asked. Your concepts should be good enough so that tackling questions in the examinations becomes easier. I'd recommend to practice questions from some good reference books and learn managing your time accordingly as well.
