Generally, the number of attempts depends on uopn your age limit. The age limit of a General candidate is around 21 to 25 years and relaxations are given on the basis of caste. So considering a general candidate you can appear 5-6 times.

Coming to your question I would like to tell you that a candidate can take upto a 10 or more attempts basically it depends on your age limit based on category , so if you age limit exits their you can write your Tamil nadu public service (TNPSC) exam .
