They can guide you in better way & will inform you the tiny bits of what is required while setting up a nuclear plant. I think it is difficult to give a figure but you may require anything upward of 25L for setting up a plant. And for earning part, you should get in touch with the expert of nuclear industry to give you a better idea of the same.
