In some colleges they ask for your ncl certificate every year before registering for exam. If you are n more under NCL then you need to report this to the concerned office in your institute (the one concerned with fee payment) and ask them what the next step should be.  If your OBC NCL certificate was obtained before 1 year, it is better to get a new OBC NCL or OBC creamy layer (like you are now)  before applying for exams.
