JET exam cutoff is based on 

Number of Candidate appeared for the  exam
No of candidates passed the exam
Difficulty level of question paper
No. Of vacancy for this exam

Cutoff may also be sectional wise 

however expected cutoff is not published on the official site you can certainly check previous years cutoff
