First you have to confirm from the rule book is to that what is the highest priority seat ie 1st or last.

So suppose you have filled the choice and your rank is good then you will get the 1st choices seat if your rank is not enough then you will get 2nd no seat other wise 3rd , then 4th . Hope you are understood the concept.
