Yes, it is possible to enrol in a engineering college without taking the JEE Mains. However, in order to do that, you must pass the entrance exam for the government engineering institution. Although there are no government colleges per se, certain reputable institutions do admit B. tech students without a JEE score. For instance, Jadavpur University requires WBJEE scores rather than JEE Mains scores.
