Coming to your question to apply for the spot round you have to register at the Jossa counselling , and it is the round which conducted to fill the left over seats in the nit , no there is no online application form or the direct admission process in the nit , one need to take or give the new mains exam to get selected in the nit , and jee advanced exam to get into the IIT's ,
