After CBSE declares NEET result the respective state authorities prepare the merit list of candidates which have their domicile. This usually takes time and depends upon the authority itself. You can usually check the state merit list on their websites after about 10 -15 days. The state counseling usually starts a little later than AI counseling, usually after the first round.
