Hope you are doing well, Obc cl (creamy layer) and ncl(Non Creamy layer) are based on annual income from all sources. It cannot be changed for the sake of reservation. To be eligible for obc ncl, a family should have less than 6 lakhs per annum as income from all sources. If that is the case, they can get an income certificate with relevant proofs.
