As they are implementing ews from this year, it is difficult to know the exact procedures etc.

I will share my experience with you which is a similar one.

During my councelling (Ap eamcet 2018) i noticed that I'm not eligible for fee reimbursement although I have documents.I worried a lot and i know came to know that there wete help centers for certification correction etc. Every year they provide atleast one help center per district. I visited that center and they had taken a copy of my certificate and that's it I'm eligible for fee reimbursement.

If you have ews certificate in hand ,they try to find the help center in your district and visit. You will get to know whether the problem is solvable or not.
