Hello aspirant. Merit list announced by any college is nothing but the list of students who have qualified the entrance exam of that particular college. It has the names of people who have scored higher than the cut offs and are sure to get a seat. 

And yes, it is your rank list as well as you must have your name/roll number in this list in order to be eligible for counseling.
