First you need to have a linkedin profile with all necessary details and a professional email ID and photo and about you section, as these grab the attention of employers.

Then search for people who are working in ECE background among your connections, as it would be easier to approach them as you may be knowing them.

Search for a particular company of your interest and see if there are anyone from your connections or any alumni that you know are working there.

Message them in person, letting them know about your interest in joining the company, and about how you would be a perfect fit for the role and what you should do inorder to proceed further. They may be able to help you out better and might be able to get you a recommendation.

Also on linkedin you can find internship and job openings being advertised.

never the less, as a general rule, if you do not know the person personally but wish to connect with them over LinkedIn then drop a small message (the option appears when you send a new request) stating your purpose and introducing yourself briefly. I am sure most people would definitely be willing to help if they can. Just request for their permission beforehand whether they'd be willing to help so as to not cause them inconvenience.
