Yes, you can submit it now. But main things you have to do is to produce a self-attested copy (format is available in JOSAA brochure) during form filling of JEE Advanced. But, at the time of counselling, it is mandatory to present the OBC-NCL Certificate.

Now you can upload the certificate at https://cportal.jeeadv.ac.in

Log in to the official website of jee advanced. A link is provided there under the name "Foreign / OBC-NCL Certificate Upload".
