You can participate in Maharastra State Counselling only if you have the domicile of that state.ISince you don't have the domicile then you need to contest under All India 15% quota of NEET-UG for the same.To be sure of getting a seat, your score should be high.

I would suggest you to rather go for UP State Counselling for gettting admission in BAMS college since you hold UP State Domicile you will have the plus point.
