Yes its compulsory to have a domicile of Maharashtra to take admission if you belong to Maharashtra state.
If you don't belong to Maharashtra you can still take admission from All India quota.
If you don't belong to Maharashtra you can still take admission from All India quota.

you really need domicile certificate for admission in Maharashtra Goverment & corporates Medical College under 85% state quota & other state student's are eligible only under 15% AI quota seats . Only 46 seat are available to other state student of MGIMS Wardha. (MGIMS Total intake capacity is 100 seats )

So private college doesnt need state quota of Maharashtra and also it is impossible for other state students to get govt medical colleges
Domicile certificate is mondetory to use 85% state quota to both Govt MC & Pvt MC in Maharashtra
You can try in Deem university quota & All india quota , admission through centre (MCI) (DGHS) .
