As per the officials, a candidate can give JEE Mains exam in three consecutive year from the year of passing 12th exam, and JEE Mains is conducted twice a year.
That means candidate can give JEE Mains six times over a period of three years.
Which means if you had passed 12th examination in the year 2021, then you can give JEE Mains exam in 2021, 2022 and 2023

If you have passed your class XIIth examinations in 2021, then you can give Joint Entrance Examination, Main or JEE Main exam consecutively in three years, or in 2021, 2022 and 2023. No matter if you have not given exam in 2021 or 2022, it will be automatically be counted and your attempts will be exhausted.
So, yes definitely, if you give exam in 2023, it means that this is your second drop and you can give the paper.
