As per records and your rank, you have good opportunity to get chance to study ECE from Harcourt Butler Technical University. In 2019 , Cutoff Rank for ECE for EWS category was 23654 ( in Round 1), 32121 ( Round-2), 35395 (Round - 3), 41683 (Round-4). It is more likely for you to get chance in Round -2 or 3 of counselling process, so I suggest you keep participating in counselling process  until you get a seat.
