No, it's not like that,

If you belong to OBC NCL category at state level don't belong to obc ncl at central level and then you  have  to choose general as your category in NEET application form and will have to participating all India counselling as a General candidate

But it doesn't mean that you can't able OBC NCL reservation as a state level

This is because,

You belong to obc ncl at state level and  thus you can avail reservation by filling your category as  obc ncl in the form of state counselling .

Now that,

limited time is left for neet 2021 , so you should be focusing on your preparation,

• practising chapterwise questions

• then revising the chapters,

• solve at least previous 10 year neet question papers as concept behind the question often gets repeated in the examination so it will be of great help in your preparation  ,
