As your query is you are a Bsc 2nd year student from Kashmir and you want to go for the migration and you want to know whether it is possible for other ICAR colleges or not. 

I want to tell you that if you are going in the second year then somehow in few of the ICAR colleges lateral entry for 2nd year students is is available but they only take this case under consideration when you will have any valid reason otherwise they won't let you do this so if your reason will be subjected to their validation then only you can get the admission there are you can migrate otherwise you will have no option.
